The 'cheat' commands are only available and accessible when 'debug mode' is toggled and enabled first.

However, I hadn't thought of just using a profile which is preset to have all missions available. You didn't address that specific issue, but I think you might be implying that I can't do it, which seems like a really stupid way for it to be implemented.
